The procedure for admission of foreign citizens to the residency of the NPO “Kazakhstan-Russian Medical University” (study in Kazakh and Russian languages)
1. REQUIREMENTS FOR PERSONS admitted to THE RESIDENCy
The previous level of education must be basic medical education, higher medical education and have internship.
2. Documents admission procedure
2.1 Admission of foreign citizens to study in educational programs on a paid basis of postgraduate education is carried out during the calendar year in accordance with the academic calendar of the University.
2.2 Enroll foreign citizens to the free postgraduate education on a state educational order on a competitive basis is carried out by international treaties of the Republic of Kazakhstan.
2.3 Documents on education issued by foreign educational organizations are recognized or valided according to the procedure set by the legislation in accordance with the Rules for the recognition and validation of foreign studies and degrees.
2.4 Admission to the residency is carried out on the basis of the entrance exam.
2.5 Applications to the residency are accepted by the Admissions Office of the University from July 3 to 25 of the calendar year.
2.6 The Admissions Office of the University requires the following documents from applicants:
2.6.1) application for admission to residency;
2.6.2) a copy of the passport notarized in Kazakhstan with a translation into Kazakh or Russian, the validity of the national passport must be at least 2 years from the date of entry to the territory of the Republic of Kazakhstan.
2.6.3) personal data sheet ( with photo (standard form);
2.6.5) copy and original of diploma on graduation a medical university (bachelor);
2.6.6) copy and original of the diploma supplement (Academic Transcript);
2.6.7) copy and original of certificate of internship completion;
2.6.8) medical certificate form 086.
Medical certificate need to get upon arrival in Kazakhstan by obtaining medical commission. It is obligatory to have a seal of each doctor and a round seal of a medical institution in the lower left corner. The film version of the X-ray photograph must be submitted to the The Admissions Office;
2.6.9) list of scientific and scientific-methodical works (if present);
2.6.10) cardboard folder ( 1 pcs);
2.6.11) 3 × 4 photographs (6 pcs.) in a cut form (photographs must be taken in the current calendar year);
2.6.12) Postal envelope (2 pcs).
2.7 In case of absence of consent to the collection and processing of personal data, an application for admission to the residency from the applicant cannot be accepted.
2.8 Full set of documents is provided personally by the applicant or his authorized representative.
2.9 Together with copies of the documents referred to in paragraph 2.6, provided their originals for verification. After reconciliation, the originals documents are returned.
2.10 A personal file is filed for each applicant, in which stored all documents provided by applicant. The applicant is issued a receipt in the acceptance of documents.
3. ORGANIZATION AND CARRYING OUT OF ENTRANCE EXAM ON SPECIALITY
3.1 Entrance exams are conducted from August 8 to 16 of the calendar year, admission – until August 28 of the calendar year.
3.2 Entrance exams on the specialty are conducted by the university examination committee.
3.3 The exam program for admission to the residency is formed on the basis of standard programs of the higher education disciplines.
3.4 The schedule of entrance exams is approved by the chairman of the Admissions Office or his deputy no later than a week before thier conducting.
3.5 Non-appearence of the applicant for the entrance exam without valid excuse is specified in minutes of the meeting of the Admissions Office as “non-appearance”.
3.6 Retake exam is not allowed.
3.7 The results of the exam are announced on the day of its conducting with publication for general viewing on the information boards of the Admissions Office and on the university website.
4.RULES OF PROCEDURE OF THE APPEAL COMMISSIONS
4.1 In order to resolve disputable issues, an appeal commission is created.
4.2 The application for appeal is submitted by the applicant to the name of the chairman of the appeal commission of the university, after the announcement of the entrance exam results until 13:00 of the next day.
4.3 An appeal is considered only if the student in the application will indicate the incorrectness of the assignment or its discrepancy with the curriculum of the discipline.
4.4 When considering the application by the appeal commission, the person who gave notice of appeal file an identity document.
4.5 The appeal commission reviews the application within 24 hours and makes an appropriate decision to review the mark or keep the primary mark.
4.6 The decision of the appeal commission is made on the basis of a commission examination of the exam results. If the student received, on the basis of the results of the appeal, a grade lower than that received on the exam, then the last grade is entered into the protocol and scored.
4.7 The appeal commission works with each applicant individually. If the applicant does not attend the meeting of the appeal commission, his application for appeal will not consider.
4.8 The Appeal Commission of the University makes a decision on adding points to a person who appeals the results of entrance exams on the specialty. Decisions of the appeal commission are made by a majority of the total number of members of the commission. In case of equality of votes, the vote of the chairman of the commission is decisive.
4.9 The decision of the appeal commission is final, drawn up by the minutes of the meeting of the appeal commission and brought to the notice of the applicant againts signature.
5. ORGANIZATION AND ADMISSION PROCEDURE
5.1 Enrollment of applicants on the basis of competitive selection results is carried out at a meeting of the selection committee in the manner prescribed by the Model Rules.
5.2 To conduct the competitive selection, the executive secretary of the competitive commission fills out a report on the results of entrance exams for admission to the residency, which is the basis for deciding on the inclusion of applicants to the list of students.
5.3 Admission to the residency is carried out at a stated time by order of the rector of the university on the basis of a decision of the competitive commission.
5.4 The enrollment of persons entering on an agreed basis with payment of the tuition is carried out after the submission of signed training agreements and payment documents confirming payment of education.
6. CONCLUSION OF AGREEMENT
1. The foreign citizens who have passed the selection conclude an agreement with the University on the provision of refundable educational services (hereinafter – the Agreement).
2. By signing the Agreement, the applicant confirms that he/she is familiar with and agrees with the terms of the Agreement, the Charter of the University, the University Rules of the internal curriculum, basic regulatory legal acts that regulate the procedure for admission to the organization of education and training.
3. Tuition fees at the University is determined in accordance with the Tariff for paid educational services for the corresponding academic year, approved in the prescribed manner.
