1. GENERAL PROVISIONS
1.1. NEI «Kazakh-Russian Medical University» (hereinafter referred to as the University) has developed rules for the use of the library (hereinafter referred to as the Rules of the Library) with a view to determining the procedure for improving the services of readers, their access to funds, computers, the electronic library of the University, remote databases, Interne resources..

1.3. The requirements of these Rules shall apply to readers (students, professorial teaching staff, university employees, students of Kazakh-Russian Medical University) of the library.

1.5. Terms, definitions and abbreviations
In these Regulations, the terms, definitions and abbreviations given in tables 2 and 3 apply.

1.6. All works under these Regulations shall be supervised by the Vice-Rector for Academic Activities.
1.7. Forms to be introduced
No form is provided for in these Regulations.
2. ORDER OF IMPLEMENTATION OF THE ACTIVITIES
2.1. Readers enrollment order
The reader, at the time of the initial visit to the library, is obliged to register on the study card, and for the record readers must present:
2.1.1) Students – student ID, photo 3×4 in electronic and paper form, e-mail, mobile phone number, home address;
2.1.2) Interns, Residents, Masters – Identification document, photo 3×4 in electronic and paper form, e-mail, mobile phone number, home address;
2.1.3) Professors and professors staff (hereinafter PTS), employees and students of the Institute of Postgraduate Education – ID document and certificate issued by the personnel department, photo 3×4 in electronic and paper form, e-mail, mobile telephone number.
2.2. Upon departure from Kazakh-Russian Medical aUniversity, the reader must return to the library all previously received editions, sign a bypass sheet in the study card and reading rooms.
2.3. READER LIBRARY SERVICE IS ORGANIZED AT:
- Corps at Torekulova St. 71;
- In the Study Pass;
- Hall of electronic resources;
- Hall of Scientific Literature;
- Common reading room;
- Corps at Abylai Khan St. 51/53, office 402a;
- Hall “Electronic Library”.
2.3.1) RULES FOR USE OF STUDY PASS.
Readers are registered in the library, students of all courses, masters, doctoral students, Professorial teaching staff and employees are served. The Foundation has educational materials and a Book of Disciplines. Literature is issued for one semester. After the fall semester, readers are obliged to extend the period of use of the literature. At the end of the spring semester (until 1 July) – are obliged to hand over all literature in hand. Small copies of literature are issued for a short period. Literature available in a single copy in the library is distributed only to the reading room. Types of services – individual service, group service (provision of textbook sets per semester).
- Readers entitled to use the Library’s Study Card fill in the requirement of the specified model, clearly stating all the necessary information. Upon receiving the publication, the reader signs a book form.
- Readers sign the book form for each copy of the publication received on subscription.
- The period of use of literature issued for the home and the number of publications issued on loan are limited and differentiated:
FOR TEACHERS:
- Educational literature – for the duration of the subject (with compulsory re-registration at the beginning of the school year);
- Methodological literature – issued for 1-3 days and, if sufficient copies are available, for up to one week;
- University catalogues – issued to reading rooms;
- Programme – issued for the period of study;
- CD, audio and video materials are given to teachers for class.
FOR STUDENTS:
- Educational literature- compulsory until 1 July of the current school year;
- Extra-curricular reading (fiction) – for 15 days;
- The number of copies issued at a time (excluding textbooks) should not exceed 5-8 copies.
- The period of use may be extended if there is no demand from other readers for the material, or reduced if the publication is available in a single copy or is in great demand.
2.3.2) Rules for the use of reading rooms
RULES FOR USE OF THE SCIENTIFIC LITERATURE HALL.
The hall serves senior students, undergraduates, doctoral students, Professorial teaching staff, employees, studentsof the INSTITUTE FOR ADVANCED QUALIFICATIONS. The fund contains scientific books on medicine, reference books, dictionaries, encyclopedias, versatile cognitive literature and periodicals to meet the information and library needs of the educational and scientific process of the university.
Types of services – personalized service.
- It is not allowed to enter the reading room in outer clothing, with food and drinks.
- When receiving publications from the fund, the reader is obliged to sign for each received publication in the book form. This signature is documentary evidence certifying the date and the fact that the librarian issued books and other publications to the reader.
- The number of books, other printed works and other materials given out in the reading room is not limited. If there is a one-time increased demand, the number of issued copies may be limited. Literature issued to the reading room from the main book depository can be booked by the reader for the entire period of its use.
- Encyclopedias, reference books, rare and valuable publications are issued for use only in the reading room.
- Literature received for use in the reading room must be returned within a day before the closing of the reading room. In case of violation of this rule, readers may be deprived of the right to use the library for up to 1 month. In case of repeated violation – for a longer period, determined by the administration of the library.
- Taking literature out of the reading room is prohibited.
RULES FOR THE USE OF THE COMMON READING ROOM.
The hall presents literature on medical specialities and disciplines and branch (history, philosophy, political science, sociology, psychology, cultural science, ethics, aesthetics, religion, etc.), published in the framework of the program «Ruhani jaŋğyru» on the project «New humanitarian knowledge. One hundred new textbooks», literature on languages (Kazakh, Russian, English), literature on medicine, reference and periodicals. A hall for holding various trainings, events and meetings. The hall where book exhibitions on various topical topics of modernity are organized.
- Do not enter the reading room with bags, personal and library books, magazines, newspapers, press clippings and other printed materials.
- Upon receipt of publications from the Free Access Fund, the reader is required to sign a form for each publication received. This signature is a documentary confirmation of the date and delivery of books and other publications to the reader by the librarian.
- There is no limit to the number of books, other printed matter and other materials distributed in the reading room. If there is a one-time increase in demand, the number of copies may be limited. Literature issued to the reading room from the main book depository may be reserved by the reader for the duration of its use.
- Encyclopedias, reference editions, rare and valuable editions are only available in the reading room.
- Literature received for use in the reading room must be returned during the day before the reading room closes. If this rule is violated, readers may be deprived of the right to use the library for up to one month. In case of repeated infringement – for a longer period determined by the library administration.
- It is forbidden to remove literature from the reading room.
RULES FOR THE USE OF THE HALL OF ELECTRONIC RESOURCES.
The Electronic Resources Room provides access to Internet resources, subscription databases and electronic information resources of its own generation, as well as the possibility of working with computer-installed software for educational and scientific activities.
At the service of readers in the hall there are 18 PCs that are connected to the Internet.The PCs are available to library readers for text-typing for the educational process (cover sheets, abstracts, course, diploma, etc.). You can also search for literature from the library’s electronic catalogue.
RULES OF USE OF THE HALL «ELECTRONIC LIBRARY» ON ABYLAI KHAN 51/53.
- a) The Hall ensures the formation of the educational process, scientific-pedagogical and research activities of the University. New publications are ordered at the teachers’ request and subscriptions to periodicals are made.
- b) The hall presents literature on medical specialities and disciplines, branch (history, philosophy, political science, sociology, psychology, cultural science, ethics, aesthetics), literature on languages: Kazakh, Russian, English, reference and periodicals.
- c) There are 22 PCs connected to the Internet, as well as a scanner and a printer. The PCs are made available to library readers for text-typing (cover sheets, abstracts, course works, diploma, etc.). You can also search for literature from the library’s electronic catalogue.
IN THE ROOMS OF ELECTRONIC RESOURCES AND «ELECTRONIC LIBRARY». THE POSSIBILITY OF INDEPENDENT WORK ON COMPUTERS IS PROVIDED.
- All readers of the university library are entitled to use the computer.
- Working hours on a computer by appointment on the list of applications for a period not exceeding 45 minutes.
- Computer users are obliged to write in the log book before starting work and at the end of work.
- Users responsible for the loss or unintentional damage to the database, operating system and equipment are subject to discipline and financial liability.
- Information from temporary users is deleted weekly.
- It is prohibited to use the computer for games.
- It is prohibited to visit or download sites with pornographic, terrorist or offensive content when using the Internet.
3.
3.1 Readers (students, professorial teaching staff, university employees) have the right to:
3.1.1) Make use of basic library information services free of charge.
3.1.2) Obtain full information on the composition of the library’s collections through a system of traditional and electronic catalogues and files, other forms of library and information services.
3.1.3) To receive printed matter and other sources of information from the library’s temporary fund in the study loan and reading rooms in accordance with these Rules.
3.1.4) Receive advice in the search and selection of printed works and other documents.
3.1.5) Acquire basic library, bibliographic and informational
knowledge and skills for independent searching of information.
3.1.6) Extend the period of use of publications if there is no demand from other readers.
3.1.7) Use reading room computers free of charge during the reserved time (maximum 45 minutes) for educational, scientific and research purposes (if there is no queue for a workplace at the computer, the time of use can be extended and if more than 15 minutes late, the right to use the computer passes to anyone to another user).
3.1.8) To receive advice from library staff on how to work with computers and find necessary information, and to use computer-accessible programs.
3.1.9) Use, for educational, scientific and research purposes only, full-text documents from own or acquired electronic databases and the electronic catalogue of the library by reading the document from the monitor screen.
3.1.10) Get acquainted with rare editions in pdf format by reading the document from the monitor screen.
3.1.11) Approach the administration or leave a complaint in the Book of Complaints and Suggestions indicating the full name of the employee.
3.1.12) Students of the Institute of Post-Graduate Education are served only in reading rooms on the basis of a cooperation agreement. If necessary, with the written permission of the management of the Institute of Postgraduate Education and the signing of a bypass certificate at the end of the course.
4. RESPONSIBILITY
4.1. Readers are responsible for:
4.1.1) Careful handling of books, other printed matter, electronic publications and other materials obtained from the library (they cannot be marked, underlined, torn out or bent);
4.1.2) Return of the printed matter and other materials within the prescribed time-limit;
4.1.3) Maintaining cleanliness and silence in the library premises, disconnecting mobile devices, not using foodstuffs;
4.1.4) Being in the library premises in a white coat and putting out outerwear in the cloakroom;
4.1.5) Use of computers and timely information to library staff on errors or malfunctions in software and computer equipment;
4.1.6) Closure of all programmes and clean-up of the workplace after termination of employment;
4.1.7) Removal of the publication from the library premises, if they are not recorded in the subscription;
4.1.8) Violation of regulations or damage caused in accordance with the legislation in force in the Republic of Kazakhstan;
4.1.9) Damage to the library’s property (equipment, machinery, furniture, etc.), if necessary, shall pay the full cost at their own expense;
4.1.10) The timely return of publications received or the extension of the periods of use of books on subscriptions and reading rooms;
4.1.11) The loss and damage of a library book (compensated by a similar book or a publication recognized by the library as equivalent to the lost book);
4.1.12) Readers should also be safe to work with PCs.
4.2. Readers are not allowed to:
4.2.1) Change the configuration and parameters of the computer;
4.2.2) Install new software;
4.2.3) Touch the wires and their connections;
4.2.4) Connect or deactivate any equipment;
4.2.5) Use flash drives and disks;
4.2.6) Use electrical outlets at the place of work with a computer and a computer for chargeding devices;
4.2.7) Use access to the Internet for commercial purposes and to view information that violates the legislation of the Republic of Kazakhstan;
4.2.8) Download audio, video and software products from the Internet;
4.2.9) Enter dating sites, games and other sites that are not related to education sessions;
4.2.10) Do not use flash drives not validated for the virus.
